1 teaspoon mustard oil
2 whole red chiles
1/4 teaspoon cumin seeds
2 small onions - minced
1 teaspoon red chile powder
1 tablespoon turmeric
1 teaspoon garam masala powder
1/2 teaspoon sugar
salt to taste

1 small tomato - cut in large chunks
450 milliliters water - (3 cups)
