2 scallions - cut 2 inch lengths
1 tablespoon garlic - minced
2 tablespoons dried chile peppers - whole
2 tablespoons sugar
2 tablespoons soy sauce
1 1/2 teaspoons rice vinegar
2 tablespoons cornstarch
1/4 cup chicken stock
1 teaspoon sesame oil
2 cups soy oil for cooking
